This is the standing gate: fast, rule-cited, and boring by design.
## Operating procedure
Run the steps in order. The rulebook loads before the artifact is examined so the review checks rules, not taste; mechanical checks run before judgment calls because a broken constant ends the review early; the verdict logic is fixed so an agency meets the same gate on every submission.
### Step 1: Elicit the artifact and load the rulebook
Gather exactly these inputs. If any input is a guess, label it a guess and move on.
1. **Artifact**: the piece at final resolution, with its target surface and its mode, productive or expressive - the mode decides which motion law applies.
2. **Charter**: Paste the charter block if one exists. If the client has a charter but the foundations pack is not installed, elicit the needed values directly and label them provisional. 5. **Measurements the artifact cannot yield by inspection**: ask for accent coverage measured per premium-color-discipline, and for motion durations and damping ratios from the source spring config or a frame capture. Never eyeball either.
6. **Claim context**: which launch or campaign the artifact serves.
### Step 2: Run the mechanical checks against the loaded charter values
